On July 1, San Tan Valley officially became a town. It's the largest incorporation by population in Arizona history, and more than 123,000 people now live inside its new borders. If you own a rental property there, you've probably seen a headline or two about it. What most owners haven't seen is a clear answer to the question that actually matters: does this change anything about how my property is managed and taxed?

The short answer is not yet, but probably eventually. Here's what we're watching for our owners.

What's already changing

Policing is the clearest shift. The Pinal County Sheriff's Office still patrols San Tan Valley, but now it does so under a contract with the new town, funded by town taxes layered on top of what residents already pay the county. Road maintenance works the same way: Pinal County still does the work, but the town now pays for it directly.

The bigger change is money. San Tan Valley is expected to collect more than $51 million in state-shared revenue in its first year, funds that bypassed the community entirely while it was unincorporated. That money is earmarked for building out city services from scratch: a city clerk, a city manager, an attorney, eventually a police department of its own. The town seated its first elected council after this spring's election, following a year of an appointed council getting the basics running.

What owners should actually watch for

Zoning hasn't changed. Most land in San Tan Valley was already designated before incorporation, and the new town council doesn't have the authority to unwind existing development agreements. If you were worried incorporation might suddenly rezone your street, that's not the immediate concern.

The real thing to watch is code enforcement and local fees. Under the county, code enforcement in San Tan Valley competed for attention with every other unincorporated pocket of Pinal County. Once the town builds out its own department, enforcement of things like unregistered vehicles, unpermitted additions, or overgrown lots tends to get more consistent, sometimes more aggressive, because it's finally somebody's full-time job instead of a county inspector's twentieth stop of the day.

New towns in Arizona also tend to look at secondary property taxes and licensing fees within their first couple of years, once the initial state revenue doesn't stretch as far as expected. None of that has happened in San Tan Valley yet. But it's exactly the kind of change that shows up as a surprise notice in your mailbox if nobody's paying attention on your behalf, especially if you're managing the property from California, Ontario, or across the Valley while trying to live your actual life.

Why this matters more than it seems

This is the kind of thing that's easy to miss if you're a hands-off owner, which, to be clear, is exactly what most of our owners want to be. You shouldn't have to track every city council meeting in a town that didn't exist a year ago. But somebody should.

We manage properties across Mesa, Chandler, Gilbert, Scottsdale, Tempe, Queen Creek, and San Tan Valley, and part of what that means practically is keeping an eye on local government changes in each of those places, not just market rents. If San Tan Valley introduces a rental registration requirement or a new inspection fee next year, we'd rather you hear it from us with a plan attached than find out from a citation.
